GENERAL RULES

The Bluegrass Independent Film Festival encourages online submissions via The International Film Festival Submission System (BrigitFest) on the web at Withoutabox.com. Withoutabox provides cost-saving, online entry to major film festivals throughout the US and in Europe with one master entry form, allowing you and us to enter your film more quickly and with greater accuracy. Submission via withoutabox is available free to all filmmakers, and those who choose to become members of Withoutbox are also entitled to $5.00 entry fee discounts, extended submission deadlines, and online press kit submissions.

ELIGIBILITY REQUIREMENTS
- Films must have been completed after January 1, 2004.
- Preview tapes/DVDs, completed submission form, and entry fee need to be received on a timely basis to receive proper discounts.
-Student works need to be accompanied by some proof of student-school affiliation in order to receive student discount fees.
-Feature films must not have had any festival screenings in the Louisville, KY area. Film or documentary submissions must not have had any commercial theatrical screening in the US, other than single night preview screenings for cast, crew and those affiliated with the production. No submission of any format may have received any television play in the US, for which a fee or royalty was paid for the right to air the film.
Exceptions may be granted by email request but MAY NOT be entitled to any award.
- All films and videos in a language other than English must be subtitled in English for Festival presentation.
- For submission purposes, preview tapes may be works-in-progress, films with temporary soundtracks, or digital outputs.
- Filmmakers must deliver final format (as indicated) for Festival screening. No exceptions will be permitted.
- High school films must be works shot, directed, and produced by high school (pre-college) students. Adult supervision is limited to an advisory capacity.

*If a film maker plans to attend they must notify us and make sure we know you are in attendance & plan to do a Q&A. We cannot take responsibility for your Q&A not occurring if we don't know you are coming.


FESTIVAL PRIZES
Each category has listed its own award criteria and related prizes. Award to be determined by a weighted average calculation of combined festival audience voting ballots and pre-screening juror ballots.
The pre-screening jurors are community members with a love of film. Films are randomly checked out for judging; judge's scores are tabulated to determine acceptance.


SUBMISSION MATERIALS

- Completed submission form
- Preview tape(s) or DVD(s)(no mini's accepted)
- For feature-length films (60 minutes or more), submit on VHS cassettes or DVDs.
- For short films (under 60 minutes in length) or music videos, submit in VHS cassette or DVD format.

NOTE: PLEASE MARK RUN TIME ON DVD or VHS.

NOTE:Please make sure DVD's can be viewed in Region 1 format before mailing! If we cannot use your format - you give us permission to copy into a usuable format to publicly screen -- if accepted into the festival.

ENTRY FEES
Payment in US dollars may be made by check, money order, American Express, Visa, or Mastercard. Checks or money orders (US dollars only) should be made payable to Oldham County Arts Assoc. International entrants who do not pay by credit card must use an international money order paid in US dollars through a US bank. Do not send cash.

DEADLINES For ALL CATEGORIES

Early: on or before April 15, 2007
Regular: May 30, 2007
Final: June 30, 2007
WAB extended: July 5, 2007

SCREENING REQUIREMENTS
If your film is selected for exhibition, please be advised that the Festival MAY request:
- 35 mm, 16 mm, DVD, HD video, or DigiBeta (NTSC) prints/tapes for features and shorts;
- Additional press kits with photo stills (color and black/white)
- Headshots of director(s) and writer(s)
- Biographies of director(s) and writer(s)
- Film trailers, clip reels, posters, postcards, and EPKs, if available, to maximize exposure for your film

SHIPPING INFORMATION

PACKAGING - Ship your cassettes/DVDs in a bubble-pack envelope. The Festival is not responsible for damage to submitted materials incurred in shipping.

COSTS & LABELING
All costs for shipping submission materials to Kentucky must be borne by the submitter. All preview tapes must indicate the film title, Category entered, Runtime, shipper's name, and return shipping address. For confirmation of receipt, you must include a self-addressed stamped postcard with your entry. We will not confirm receipt of submitted materials by telephone or email.Check WAB website daily.

INTERNATIONAL ENTRIES
All entries from outside the US should be sent Air Mail Registered or by a parcel or express service. We cannot accept entries shipped via air-freight if customs and delivery fees have not been paid.

RETURN OF ENTRIES
Preview tapes will not be returned. Submitted press materials will not be returned.

Your submission gives us permission to screen your film or your trailers at BIFF marketing promotions. We will have your contact information available to our prospective sponsors.
